Passed in 2013, the Strategic Transportation Investments law (STI) establishes a framework and process for NCDOT to efficiently enhance the state's infrastructure, while supporting economic growth, job creation, and a higher quality of life. This process encourages thinking from a statewide and regional perspective while also providing flexibility to address local needs. STI also establishes the Strategic Mobility Formula to allocate available revenues based on data-driven scoring and local input.

The Strategic Mobility Formula is a transparent, systematic, and data-driven process for prioritizing the major transportation in the state and making investment decisions. Projects are evaluated based on an analysis of existing and future conditions, the benefits the project is expected to provide, and how the project fits in with local priorities. Each of the six modes of transportation (highway, ferry, rail, public transportation, bicycle & pedestrian, and aviation) use a data-driven approach for ranking projects, which are then combined with local input to determine which projects will be funded each cycle.

The outcome of this Strategic Prioritization of Transportation (SPOT) process serves as input to the Draft State Transportation Improvement Program (STIP). The STIP is then combined with locally-designated projects and input from the Triangle West TPO Board to create the Transportation Improvement Program (TIP) for the TPO. The SPOT cycle for this STIP update, known as Prioritization 6 or P6, was cancelled due to funding issues across the state. This resulted in projects being pushed further back in the schedule rather than projects being added to the project pipeline.

On April 25, 2022, NCDOT released its Draft FY2024-2033 STIP (Draft STIP). Due to fiscal constraints in the state’s transportation budget, the Draft STIP did not include any new projects from the Prioritization 6 (SPOT 6) process that concluded in July 2021. Instead, the Draft STIP programmed existing projects in a manner that met with NCDOT’s current fiscal situation. This resulted in the removal of many projects from the ten-year Draft STIP. 

On August 4, 2022, NCDOT released an updated Draft FY2024-2033 STIP that was reprogrammed with additional revenue.

Given the nature of this reprogramming, and the displacement of projects due to budget constraints, TPOs could now request to "swap" STIP projects. This would allow projects to either be moved up within the STIP, or for projects that were not included in the ten-year STIP to be moved into the STIP, provided that other projects were therefore removed.

To qualify, swaps must meet the following criteria:

  • The combined budget of projects being moved into the ten-year STIP must be within 10 percent of projects being moved out;
  • Projects being swapped must be funded at the same tier; and
  • The Division Engineer must concur with the swap.

The Triangle West TPO requested public comments on its recommended projects for swapping in the State Transportation Improvement Program (STIP). Public comment was open through March 7, 2023. 

Below are the projects approved by the TPO Board on March 8, 2023, as well as the public comments received. TPO staff will follow up with a more detailed explanation as to the background and reasoning for the I-70 swap, as well as next steps.

Response to US 70 Reprioritization 

The Triangle West TPO sought public input on the FY2024-2033 Transportation Improvement Program (TIP) from Tuesday, June 27 through Wednesday, July 26, 2023. The Triangle West TIP was adopted on August 9, 2023. 

The Triangle West TIP is a subset of the State Transportation Improvement Program (STIP) so all projects in the TIP must also be in the STIP.  The first four years of the TIP must also match the first four years of the Triangle West Metropolitan Transportation Plan (MTP), which was amended on August 9, 2023 alongside an updated Air Quality Conformity Determination Report (AQ-CDR).

The Transportation Improvement Program (TIP) is the regional transportation program for projects in the Triangle West TPO that have authorized federal funding and will begin implementation in the next ten years. The TIP is adopted every two years but may be amended as necessary to account for changes in funding, project schedules, and to remain consistent with the State Transportation Improvement Plan.

The public is encouraged to review information about and leave comments on the draft amendment. The TPO will compile that feedback and provide it to the TPO Technical Committee when they make a recommendation for TIP adoption and to the TPO Board when they are considering all these projects to amend them to the TIP.

The Transportation Improvement Program (TIP) is often referred to as a "living document." Since the program contains a list of active projects, there are occasionally changes that happen within a project's lifecycle, such as construction being pushed back a year or costs increasing due to atypical inflation. These types of project changes require a TIP amendment, which will need to be approved by the TWTPO Board and then approved by the NCDOT Board of Transportation.
