Triangle West TPO Safe Streets for All/Vision Zero Action Plan 

The Triangle West Transportation Planning Organization (Triangle West TPO) developed a Safe Streets for All Regional Safety Action Plan to improve pedestrian/bicyclist, transit and highway safety in the Triangle West planning area. The first phase of the plan included surveying the community on where they feel safe riding, walking and driving in the region, and where improvements to safety are needed. Triangle West used the results of this survey, along with input from stakeholders who attended the Regional Safety Summit at North Carolina Central University in October, and input from the project Technical Advisory Committee, to create the Safety Action Plan for the region. 

The plan shows a snapshot of the types of crashes, the severity of the crashes, and the locations of these crashes throughout the region and within the municipalities in the Triangle West planning area. The plan guides development of new transportation projects, programs, and policies for improving the overall safety of transportation in the region.  

The Plan was adopted by the Triangle West TPO Board on Tuesday, April 22nd 2025. Read the Safety Action Plan here.

Safe Streets for All (SS4A) & Vision Zero

Safe Streets for All (SS4A) is a federal grant program through the US Department of Transportation that funds regional, local, and tribal initiatives to prevent roadway deaths and serious injuries. Read more here.

The FY2025 Notice of Funding Opportunity for the SS4A grant is open now and will close on June 26th 2025, at 5 pm. The link to that can be found here.

The SS4A program is aligned with Vision Zero, which is a collaborative partnership (including the NC Department of Transportation) that works to eliminate fatal and serious injuries caused by crashes on all roadways. Read more about NC Vision Zero here.

Within the Triangle West TPO area, the Town of Carrboro, the Town of Chapel Hill, and the City of Durham are each working toward Vision Zero.

 

Scope Development and Consultant Selection 

A Safe Streets for All Stakeholder Forum to share and receive comments on a draft scope of work for the Safe Streets for All Action Plan was held on July 26, 2023 (view the recording here). Thank you to everyone who attended and provided comments on the draft scope. These comments were compiled into the Comment Matrix, along with a description of how these comments were incorporated or addressed in the draft Scope for the DCHC MPO Safe Streets for All Action Plan. A copy of the comment matrix as well as a copy of the tracked changes for the draft scope, are included below for reference.

The Scope was released for proposals in January 2024. A review committee made up of diverse stakeholders from the DCHC MPO Area met to review the proposals and select a team to provide these services on behalf of the TPO in February 2024. The review committee selected Toole Design to assist the TPO with developing the regional SS4A/Vision Zero Action Plan.
