Human Services Transportation Grants
The Triangle West TPO is responsible for administering several of the Federal Transit Administration’s (FTA) human services transportation grants. These grants focus on providing access to human service agencies and meeting the basic mobility needs of transportation disadvantaged populations. Human services transportation grants focus on targeted populations, namely individuals with disabilities, seniors, and people with low incomes. FTA’s 5310, Job Access Reverse Commute, and New Freedom Grants help address human services transportation needs in the Triangle West TPO.
The FTA requires that the Triangle West TPO develop a locally coordinated public transportation-human service transportation plan (CPT-HSTP) to assess transportation needs in the TPO region. See the 2024 Update to the Coordinated Public Transit-Human Services Transportation Plan below.
FTA’s 5310 Grant – Enhanced Mobility of Seniors and Individuals with Disabilities Program
The purpose of the Enhanced Mobility of Senior and Individuals with Disabilities Program (Section 5310) is to improve mobility for seniors and individuals with disabilities by removing barriers to transportation services and expanding transportation mobility options.
The FTA requires that each grant administered by TWTPO have written policies and procedures called a Program Management Plan (PMP). The current PMP was updated in January 2025. Projects that receive 5310 funds must also be in the Coordinated Public Transit-Human Services Transportation Plan.
The Triangle West TPO releases a solicitation for grant applications (Call for Projects) every two years for the 5310 grant.
The 2024 Program of Projects was approved by the TPO Board on October 22, 2024.

2024 Update to the Program Management Plan (PMP)
The Program Management Plan outlines the policies and procedures for the administration of the Triangle West TPO Section 5310 Grant. The Draft Program Management Plan (PMP) has been revised to reference the updated 2024 Coordinated Public Transit – Human Services Transportation Plan (the Coordinated Plan). Additional edits include clarification around the relationship between the City of Durham, the Direct Recipient of Section 5310 funding in the Durham UZA, and the Triangle West TPO which manages the implementation of the Coordinated Plan and selection of 5310 Program of Projects, as well as the addition of a Checklist for Project Manager Review of Uniform Guidance Audit Findings.
The 2024 Program Management Plan (PMP) was adopted by the Triangle West TPO Board on January 28, 2025.
2024 Update of the Coordinated Public Transit-Human Services Transportation Plan
The Triangle West TPO Board approved an update of the Coordinated Public Transit-Human Services Transportation Plan on June 25, 2024. Public input for this plan was gathered through a series of workshops in March and April, 2024 and can be viewed below.

Americans with Disabilities Act (ADA)
The Americans with Disabilities Act (ADA) requires public agencies, with 50 or more employees, to develop an ADA Transition Plan for the removal of physical barriers to accessibility for people with disabilities in transportation systems and facilities. These plans must include an inventory of the barriers found, how they will be removed, when they will be removed, and who is responsible for ensuring compliance.

USDOT ADA Transition Plans and Inventories - Displays the current status of DOT transition plans and inventories, to understand progress that still needs to be made.
