Human Services Transportation Grants
Triangle West TPO works with its partners to deliver the Federal Transit Administration (FTA)’s human services transportation grant, also called 5310. The goal of this grant is to expand access to human service agencies and improve the systems that meet the needs of transportation disadvantaged people. The 5310 grant specifically focuses on seniors, people with disabilities, and people with low income.
Following the guidance of FTA, Triangle West TPO developed a Coordinated Public Transportation-Human Service Transportation Plan (CPT-HSTP) to determine the transportation needs of the region. Triangle West TPO also recently adopted an updated ADA Transition Plan, which can be referenced to better understand the needs of Triangle West residents.
The 5310 Grant – Enhanced Mobility of Seniors and Individuals with Disabilities Program
The goal of the 5310 grant, also called Enhanced Mobility of Senior and Individuals with Disabilities Program, is to remove barriers to transportation services and expand mobility options. The populations this grant seeks to serve are seniors and individuals with disabilities.
Following FTA requirements, Triangle West TPO uses the Coordinated Public Transit-Human Services Transportation Plan, updated in June 2024, to ensure that projects will meet the needs of the region.

Americans with Disabilities Act (ADA)
The Americans with Disabilities Act (ADA) requires public agencies, with 50 or more employees, to develop an ADA Transition Plan for the removal of physical barriers to accessibility for people with disabilities in transportation systems and facilities. These plans must include an inventory of the barriers found, how they will be removed, when they will be removed, and who is responsible for ensuring compliance.
Triangle West TPO ADA Transition Plan (2025) - Includes the barriers existing within the Triangle West area.
USDOT ADA Transition Plans and Inventories - Displays the current status of DOT transition plans and inventories, to understand progress that still needs to be made.
