TPM Background
Federal transportation regulations require the Triangle West TPO to adopt transportation performance measures and targets, and to use those measures to make investment and policy decisions by adopting them into the mid-range Transportation Improvement Program (TIP) and long-range Metropolitan Transportation Plan (MTP). The TPO can either develop its own quantifiable targets or agree to make investment and policy decisions that support the North Carolina Department of Transportation (NCDOT) targets.
The five adopted federal TPMs are presented in separate sections below on this web page, and include:
- Resolution: Each section has a copy of the signed, adopted resolution, which includes the target values; and,
- Context information: Each section has a presentation that often includes the calculation methodology, annual trend of the measure, whether the target was achieved, and impact of achieving or not achieving the target.
MTP Performance Measures
These federal TPMs are also included in a larger set of performance measures that are aligned with the TPO’s Goals and Objectives and adopted for use in the 2050 MTP. See the Goals and Performance Measures tabs on the 2050 MTP webpage for more information.

Transit Asset Management (TAM)(PM4) – Adopted 9/14/22 (updated every 4 years)
Transit Safety (PM5) – Adopted 6/09/21 (at discretion of TPO)
