Many transportation projects in the Triangle West TPO region are funded using federal funds that flow through the TPO, such as Block Grant Program Direct Allocation (BGDA) and Congestion Mitigation and Air Quality (CMAQ). Member jurisdictions of the Triangle West region are eligible to apply for these funds, and the projects are funded through a competitive process as defined by the TPO’s Federal Funding Policy. Once selected, the design and construction of these projects is managed by the local jurisdiction.
On February 2026 the Board adopted the second amendment to the TPO Federal Funding Policy, which guides the distribution of federal funds that flow through the TPO, such as Block Grant Direct Attributable (BG-DA), Transportation Alternatives Direct Attributable (TADA), and Congestion Mitigation and Air Quality Improvement (CMAQ). The policy has also been renamed to the Triangle West TPO Policy to Guide the Distribution of Federal Funds and is linked below.

The Triangle West TPO Federal Funding Policy states that recipients of federal funding will periodically provide a brief report on the status of their locally administered projects (LAP) to the TPO Board. In partnership with NCDOT staff, in 2025 the Triangle West TPO facilitated a Locally Administered Project training workshop for TPO member jurisdictions and agencies. The purpose of the training was to provide TPO members with guidance and information regarding project implementation processes and requirements.
